The purpose is to guide and standardize the healthy development of automotive power battery industry, encourage automotive power battery enterprises to be better and stronger, establish product production standards and quality assurance system, strengthen technical and management innovation, improve product development and manufacturing level, improve product performance and quality, and meet the needs of the development of new energy automotive industry.
Should have standardized conditions from the basic requirements of enterprises, production conditions, technical capacity requirements, product requirements, quality assurance capacity requirements, sales and after-sales service, standardized management and other seven aspects of the automotive power battery industry to give normative opinions.
The basic requirements of the enterprise stipulate that the annual production capacity of the lithium ion power battery single enterprise shall not be less than 200 million watt-hours, the annual production capacity of the nickel metal hydride power battery single enterprise shall not be less than 10 million watt-hours, and the annual production capacity of the supercapacitor single enterprise shall not be less than 5 million watt-hours. The annual production capacity of the system enterprise shall not be less than 10000 sets or 200 million watts.
In terms of technical capability, enterprises should be equipped with corresponding research and development personnel, whose proportion in the total number of employees should not be less than 10% or the total number should not be less than 100.
Industry insiders said that the introduction of "Automotive Power Battery Industry Standard Conditions" is expected to accelerate the survival of the fittest in the industry, the industry leader constitutes a direct benefit. Among the A-share companies, Shanshan Shares, Jiangsu Cathay Pacific, Dangsheng Technology, BYD, Wanxiang Qianchao, New Zealand and so on deserve attention.
Specification for automotive power battery industry (full text)
First, general
(one) In order to implement the Circular of the State Council Concerning the Printing and Issuance of the Development Plan for Energy Saving and New Energy Vehicle Industry (2012-2020) (No. 22 of the State Council), according to the Guiding Opinion of the General Office of the State Council on Accelerating the Promotion and Application of New Energy Vehicles (No. 35 of the State Council), Guide and standardize the automotive power battery Healthy development of the industry, formulate the conditions of this specification.
(two) The state encourages automotive power battery enterprises to be better and stronger, establish product production standards and quality assurance system, strengthen technological and management innovation, improve product development and manufacturing levels, improve product performance and quality, and meet the needs of the development of new energy automotive industry.
(three) The state of the motor vehicle power battery enterprises in accordance with the conditions of this specification shall apply to the management of the announcement, the enterprise shall apply for the voluntary principle.
(four) The conditions of this specification are applicable to the production of power battery production enterprises in People's Republic of China (except Taiwan, Hongkong and Macao) and supporting the production of automobile products.
This specification refers to the power battery condition，refers to the use of configuration in the car, capable of storing electrical energy and rechargeable device, to drive the vehicle to provide energy, including lithium ion battery, nickel metal hydride batteries and super capacitors, not including lead-acid battery.
The term of this specification refers to the power battery production enterprises, including the single power battery production enterprises (hereinafter referred to as the single enterprise) and power battery system production enterprises (hereinafter referred to as the system enterprise).
Two, the basic requirements of enterprises
(five) According to the laws and regulations set up by the state, in line with the requirements of the automobile industry development policy, with an independent legal personality, and obtain the business license issued by the administrative department for Industry and commerce.
(six) In line with national laws and regulations on safe production, environmental protection, energy conservation, fire protection, etc., and through the environmental management system and occupational health and safety management system certification.
(seven) The right to use the land used for production sites, the production of land area, plant should be the product variety and scale of enterprises to adapt.
(eight) Lithium ion battery monomer enterprises with an annual capacity of not less than 200 million kwh, nickel metal hydride batteries monomer enterprises with an annual capacity of not less than 10 million watts, super capacitor single enterprises with an annual capacity of not less than 5 million watts. The system of enterprise with an annual capacity of not less than 10000 or 200 million watts.
Production of a variety of types of power battery monomer enterprises, systems, and its annual output capacity to meet the above requirements.
(nine) Enterprises should make no less than the national or industrial standards in the aspects of safety, consistency and cycle life of power battery products, and to be implemented.
Three, production conditions
(ten) Enterprises should have the production equipment, facilities and their ownership, which are suitable for the variety and scale of production.
Single enterprise should have the preparation of electrode, electric core assembly, chemical process, such as the production equipment and facilities, production workshop equipped with the necessary temperature, humidity, cleanliness and other detection and control facilities.
The system enterprise should have the assembly line and the standardization process of the power accumulator system which is suitable for mass production.
(eleven) Single enterprise should have at least the automation production capacity and on-line detection ability of the electrode preparation, lamination / winding, assembly and key technology of liquid injection and formation processes, and has a single cell sorting to ensure the consistency of production capacity.
System enterprises should have at least the automation production capacity and the corresponding detection ability of the key process such as welding or connecting.
(twelve) Scheme and measures in the production process of enterprises to deal with waste water, waste gas, waste and other corresponding disposal or recycling, emissions shall comply with GB 30484 "battery industrial pollutant discharge standard" requirements.
Four, technical capacity requirements
(thirteen) The enterprise should establish the product design research and development organization. Equipped with the corresponding R & D equipment, including development tools, software, research and development and testing equipment, test equipment, etc..
(fourteen) The enterprise should be equipped with the corresponding research and development personnel, the proportion of the total number of employees accounted for not less than 10% or the total number of not less than 100 people, research and development staff should at least cover the four aspects of product development: new product technology development, product development and testing and analysis of similar products at home and abroad and enterprise technology development track the revision of the standard.
(fifteen) The enterprise should establish and adapt to the product design process of automotive research and development and technology management system, establish a standardized vehicle battery product design, product development to establish information database, and should have the following research and development capabilities:
Should with single cell design and development, production process design and product testing and other aspects of the single enterprise, and has verified monomer battery safety and consistency of key performance analysis.
The system of enterprise should have the capacity of storage battery series parallel mode and structure, battery auxiliary device, battery bearing device structure, the battery management system design and development and testing and other aspects, and has verified the system safety, consistency, reliability and other key functions and performance analysis.
Five, product requirements
(sixteen) Power battery products should meet the current national standards, industry standards (see Annex 1), and by the quality inspection department of automotive power battery to be awarded the relevant testing qualifications of qualified institutions.
(seventeen) the production of enterprise R & D products should be in accordance with the provisions of the law of intellectual property protection.
Six, quality assurance capability requirements
(eighteen) Enterprises shall, through the TS16949 quality system certification, prepare and implement the production consistency control plan.
(nineteen) enterprises should establish a complete inspection and traceability system from raw materials, parts to finished products, the implementation of computer information production management, the establishment of production management database.
Seven, after-sales service capacity requirements
(twenty) Enterprises should establish a perfect after-sales service system, and has the ability to guarantee the quality of product after-sales service.
(twenty-one) The system enterprises should work together with the automobile enterprises to research and develop the operation of the waste power battery recycling process, re-use of the program.
Eight, standardized management
(twenty-two) The application, review and announcement of the enterprise standard conditions:
1 The Ministry of industry and information technology is responsible for the regulation and management of automotive power battery. Applicant is required to compile "vehicle battery industry regulations application report" (see Annex 2), and provide relevant materials according to the requirements, apply to the Ministry of industry and information technology through the location of provinces, autonomous regions and municipalities directly under the administrative department of industry and information technology, the central enterprises owned enterprises through the corporate headquarters to the Ministry of industry and information technology application and enterprise of the provinces, autonomous regions and municipalities directly under the administrative department of industry and information technology.
2 Enterprises through the Ministry of industry and information technology "automobile power battery production enterprise management system" to the provinces, autonomous regions and municipalities directly under the central government and the competent authorities of information technology, the central enterprises online reporting.
3 Provinces, autonomous regions and municipalities directly under the central government and the competent authorities of information technology, the central enterprise is responsible for the power battery production enterprise application materials are in compliance with the requirements of the preliminary examination.
4 Provinces, autonomous regions and municipalities directly under the central government and the competent authorities of information technology, the central enterprises will be the first instance qualified enterprise materials through the automotive power battery production enterprise management system, the Ministry of industry and information technology. At the same time, the official paper documents (including accessories) 1 copies sent to the Ministry of industry and information technology (equipment industry division). 5 Organization of the Ministry of industry and information technology group of experts on the application for enterprises to review.
6 Ministry of industry and information technology on the assessment of enterprises through publicity, no objection to be announced.
(twenty-three) the power battery production enterprises included in the announcement of the change (including the legal representative, product type, business name, production address, registered address changes or new expansion), are required to submit a change request to the Ministry of industry and information technology through the provinces, autonomous regions and municipalities directly under the Department of industry and information technology, the central enterprises the central enterprises, at the same time the enterprise application materials of the provinces, autonomous regions and municipalities directly under the administrative department of industry and information technology. Change application must include the following parts or all of the application materials:
1 changes in the relevant conditions of the enterprise;
2 capital changes related to the agreement and the company's articles of association;
3 staff and workers' Congress, the board of directors or the general meeting of shareholders;
4 copies of business license before and after the change of business;
5 enterprise control specification conditions for self assessment of the report;
6 other relevant circumstances and supporting materials.
Ministry of industry and information technology will be organized by the group of experts to review. After the change to meet the requirements of the specification, publicity without objection to the enterprise, notice to change its relevant information.
(twenty-four) the Ministry of industry and information technology on the list of companies to carry out dynamic management. Has been included in the notice of enterprises in March 30th each year before the annual development report submitted online (see attached 3), and to the Ministry of industry and information technology (equipment industry division) to submit 1 copies of paper materials. Ministry of industry and information technology will establish the annual development of the publicity system.
(twenty-five) the provinces, autonomous regions and municipalities directly under the central government and the competent departments of information technology and the central enterprises shall conduct supervision and inspection on the implementation of the conditions of the local areas or their enterprises. Ministry of industry and information technology companies to conduct random checks on the announcement, at the same time to welcome the community to supervise the corporate norms of the announcement. Notice of the following circumstances will revoke the qualification of its announcement:
1 There are fraudulent practices in filling in the information.
2 refused to accept supervision and inspection;
3 not required to submit the annual development report;
4 can not maintain the standard conditions;
5 violation of state laws and regulations and industrial policies;
6 responsible for the occurrence of accidents, resulting in adverse social impact.
Revocation notice qualification, will inform the relevant enterprises, to listen to the statements and arguments of enterprises. Revocation of the qualification of the enterprise, within 3 years to suspend the admissibility of the application.
(twenty-six) the list of companies listed in the announcement will serve as the basis for the relevant policy support.
Nine, annex
(twenty-seven) the power battery production enterprise which is not included in the classification of existing products, according to the conditions of this specification. Lithium ion batteries for automotive batteries and other types of lithium ion battery related regulatory requirements, in accordance with the Ministry of industry and information technology, "Li ion battery industry norms conditions" implementation.
(twenty-eight) the term of this specification is explained by the Ministry of industry and information technology, and is revised in a timely manner according to the development of the industry.
(twenty-nine) the conditions of this specification are implemented since May 1, 2015.
